Secretary General Kofi Annan said that, while the UN could perhaps oversee future Iraqi national elections, no monetary contribution would be made to offset the enormous expense of reconstruction. But in response to persistent appeals from the White House, various UN recommendations have been organized into an easy-to-read 60-page handbook and will be made available at a retail price of $14.99.
